Overview
Adolescent fentanyl overdose has rapidly escalated into a critical public health and school safety issue. While New York State and NYC policies authorize and mandate naloxone access in schools, most schools remain operationally unprepared to respond effectively to overdose emergencies.
This project addressed a core strategy challenge: How to translate policy authorization into scalable, school-level readiness.
My Role
Conducted landscape analysis of NYC school naloxone policies, identifying where state mandates failed to translate into actual school-level readiness.
Designed and led stakeholder research with senior clinicians across NYU Langone's emergency medicine network.
Built a risk stratification model using NYC DOHMH and NYS Opioid Dashboard data to prioritize high-risk school zones.
Developed a phased rollout plan adapted to NYC's public school infrastructure and administrative constraints.
